The urban area in Taiwan is complex and small, the residential complex mixed commercial area that caused people to live with environmental noise and traffic noise. Petition for noise complaint became the Top 3 public nuisance, moreover, construction operations and entertainment business places both are the largest number of noise complaints in each year, which bring the noise detection and prevention become the most critical issues. Since 2005, the Low-frequency noise already administered for 17 years, the construction sources of low-frequency noise come from generators, motors, and engines. In the past, noise pollution incidents relied on public reporting and manual erection of equipment for measurement, which cost time-consuming and labor-intensive, because noise characteristics were instantaneous, the noise source disappeared and could not be measured, or the items of construction operations were changed, but not consent in current measurement by rule. This plan is based on improvement of environmental sensing technology application in recent years, such as air quality and water quality sensors both continually growing up, and that help to combine with wireless and Internet of Things (IOT) for noise-sensing technology development. and plan to carry the equipment development, establish verification and comparison specification, and data transmission in 2022, also will continue to implement the 2022 of equipment and method improvement in 2023. The audible frequency range of the normal human ear is 20 Hz-20 kHz, and low-frequency noise is the lower frequency part of the audible range. In Taiwan, already set up 1/3 octave band frequency of 20 Hz-200 Hz as the noise control standard value. Based on the past development experience of air quality sensor and air micro-sensing equipment, the team would like to take this opportunity, combining the application to develop a local produced low-frequency noise meter monitoring equipment, also to study and analyze the power supply by solar, the project will provide 10 devices for comparison testing and deployment within two months included data upload. This local produced low-frequency noise meter monitoring equipment will send to the National Measurement Laboratory (ITRI Measurement Center) and verify the accuracy and establish equipment operating specifications and data acceptance standards. Acoustic camera technology has been using in motor vehicle for law enforcement since 2021. However, the large amount of noise generated by motor vehicle sound camera when multiple vehicles pass at the same time is difficult to identify the specific vehicle sound volume, so it excluded the scope of sound law enforcement. According to this situation, the project will plan to design a local produced array noise monitoring equipment, which using 12~16 microphones to provide the function of multi-sound recording and analysis, with Class 2 or above standard noise meters and image capture equipment, in order to complete the field verification and comparison with standards, this array noise monitoring equipment can be identified 4 different sound sources.
